Education in Public Debate in India: Analysis in Policy Perspective

Abstract

Public policy is the key to governance in modern days whereby the various stakeholders of a policy implication are involved in the formulation of the policy so that no issue remains untouched. In India public policy has become important in recent years when there have been several evaluator studies pointing out on the lackadaisical attitude of the government as in not involving all the parties during policy formulation. Therefore, in recent times the government considers the views of public by putting the draft policies in public domain for debate and deliberations. Education is the pivot on which the future of any society rests and hence the public debate on it in policy perspective is crucial to be evaluated. This paper attempts to review the manifestos of three dominant political parties of India regarding their promises on education, the questions raised in the Parliament by the representatives of these parties and the policy implications of the manifesto promises and Parliament questions. Spatial analysis has also been carried out to see whether all the states are equally serious (or non-serious) about the education policy of the country. Lastly suggestions have been given by the authors so as to make manifestos into reality rather them remaining just party rhetoric.
